Well uhh i did the transcribing the lexicon quest and i gave it to the dude in the glacier north of winter hold college, but the quest didnt move on to the next part. Can i like redo the quest or get another lexicon somehow? I need it desperately..

Answer: You cant get another lexicon or redo it, try talking to him or something, or just reload a save before you gave it to him, are youbsure you trabscribed it by pushing all the buttons and turning the lexicon blue, and it calls it a transcribed lexicon now?
