Talk to people around the cities, and talk to everyone in the inns inside those cities. I received one from the owner of the inn in Riften. Also, talk to the Thane of cities, the Jarl himself, or the Jarl's court master. If you talk to enough people, your bound to get one. Also, hang around Riften a lot. The majority of Dragon Bounty quests that I have received have been from Riften.
