Simple question: Will it be possible with the creation kit to extend the reaches of the skyrim world, so f.x. someone could create a mod including morrowind? I am questioning this, because even with TCL on you cannot cross the boarder line in the edges of the worlds.

Well if you travel south through a no clipping cheat in the PC version you will notice that much of Tamreal is actually there and the geography is correct but no buildings or really anything other than hills are there... So I suppose a big DLC package could allow us to explore beyond the mountains of Skyrim and into a new region.
